Who they are
Per community dossiers, the Fate Council is the high office of the 生命学派 (School of Life): formerly its council of elders, renamed, and now governed by seven councilors under a chair. The chair is 威尔昂斯汀 (Will Auceptin) — the 水银之蛇 (Serpent of Mercury) of the novels — and beneath the chair rests 概率之骰, the Die of Probability — better known as the 命运骰子 (Fate Die). Its custody later passes to the Church of the Evernight, which seals rather than destroys it: concealment is not an escape from fate, but restraint on fate that was tampered with.
Lore and mechanics rhyme here: in the Council's fiction, probability is an administered resource — and the gameplay below is exactly that, administered.

When the faction system opens (after the intro stage, per community reports), three camps are available: the Tarot Club, the Twilight Hermit Society, and the Fate Council. The Fate Die
The camp's signature resource is 命运骰子, and it does one thing: probability correction. On activation it raises the odds of a chosen outcome — dodging a lethal strike, opening a high-tier chest, lifting the drop odds of rare materials or sequence traits. Think of it as a short, on-demand luck budget.
The price is printed on the die: each use empties your accumulated 运势 (fortune value) to zero and converts it into 厄难 (calamity) aimed back at you. Community credo: 好运耗尽,灾厄即至 — when the luck runs out, the calamity walks in.
